Because unregistered resolution passed by any cooperative housing society (bye-laws) cannot go against the Constitution of India. They cannot throw you out but Municipal Corporation and Police have the right to conduct raids on unverified paying guests whenever a need may arise. They can shut down unregistered, unlicensed paying guest accomodations overnight.
